In August 2026, significant legislative changes regarding the recognition of foreign driver's licenses came into force in Germany. According to an order published in the Federal Law Gazette, Ukraine has been officially added to the list of states whose driver's license system is recognized as equivalent to the German one. This decision opens up the possibility for millions of Ukrainians living in the Federal Republic of Germany to exchange their national license for a German one without the need to pass theoretical and practical exams.
Simplified Exchange Mechanism for Category B
The key aspect of the new regulation is the removal of barriers for the legalization of Category B licenses (passenger cars). Previously, citizens of countries not in the European Union were required to confirm their driving skills through a full examination procedure. Now, the German Ministry of Transport recognizes that the Ukrainian classification system meets European standards. To exchange the license, it is sufficient to apply to the driver's license authority (Führerscheinstelle or Fahrerlaubnisbehörde) at the place of residence. This significantly simplifies the process of adaptation and labor integration, allowing drivers to work and travel legally within the country.
Special Conditions for Truck and Bus Categories
Despite the liberalization of rules, certain requirements remain for holders of Category C (trucks) and Category D (buses) licenses. Owners of such licenses are required to confirm compliance with established medical standards, including health and vision checks. Furthermore, legislators have provided for an important exception: if Ukrainian Category C or D licenses were obtained without prior possession of Category B, then passing theoretical and practical exams will still be required to obtain a German Category B license. This measure is aimed at ensuring road safety and verifying basic skills in operating passenger vehicles.
Inclusion of Ukrainian in the List of Examination Languages
In addition to simplifying the license exchange, the order introduces changes to the procedure for obtaining new licenses. The Ukrainian language has been officially added to the list of languages on which the theoretical exam for obtaining a driver's license in Germany is permitted. This decision removes the language barrier for those who do not yet speak German sufficiently but need a license. Similar measures were previously taken in Poland, where exams in Ukrainian are already available in a number of cities.
Contradictory Data
During fact-checking, discrepancies were identified in the interpretation of the validity periods of licenses. According to previously published data, a Ukrainian license is valid in Germany without translation for 6 months from the date of entry. However, the new order adopted by the Bundesrat in July 2026 effectively abolishes the need for urgent exchange for those who fall under the new equivalence agreement. On the one hand, the 6-month period remains relevant for the general rule of stay; on the other hand, the exchange procedure now does not require exams, which relieves psychological and financial pressure on drivers who wish to formalize documents at a later date.
Exceptions and Limitations
The new rule does not apply to all types of vehicles. The list of categories subject to direct exchange does not include B1 (quad bikes) and T (tractors). Owners of such licenses will have to go through the standard procedure for confirming qualifications. This is due to the fact that the specifics of operating special equipment and motor transport in Ukraine and Germany may have significant differences requiring additional certification.
