In Ukraine, the approach to enlisting volunteers during mobilization has changed radically. A new mechanism has come into force, aimed at simplifying and accelerating the process of citizens entering service. Now, those wishing to defend the country can interact directly with military units, bypassing the bureaucratic barriers of territorial recruitment centers.

Direct path to service: from TCC to commanders

Previously, the enrollment procedure required a mandatory visit to territorial recruitment and social support centers (TCC and SP). Now, this stage has been cancelled for volunteers. A candidate has the right to choose a specific military unit where they are to serve and start the enrollment process directly there.

A key innovation was the expansion of commanders' powers. They have been granted the right to independently refer candidates for the military-medical commission (MMC). This decision should significantly reduce waiting times and eliminate unnecessary trips between agencies.

Action algorithm for a volunteer

The new procedure provides a clear sequence of steps for those who decide to serve voluntarily:

  • Job selection and interview. The candidate contacts the chosen military unit, clarifies needs, and undergoes an interview.
  • Submission of application. After receiving a positive decision from the command, the candidate submits an official application expressing the desire to serve in the military.
  • Referral to the medical commission. The unit commander issues a referral for the MMC.
  • Enrollment and preparation. After successfully passing the commission, the volunteer arrives at the unit for final enrollment. If necessary, before starting combat tasks, they undergo basic general military training.

Safety guarantees and protection against forced mobilization

An important aspect of the new mechanism is the legal protection of volunteers at the initial stage of enrollment. From the moment the commander issues a referral for the MMC, the citizen cannot be forcibly mobilized for at least five days. This gives the person a guaranteed amount of time to complete the enrollment procedure voluntarily.

It is worth noting that the new procedure applies exclusively to citizens entering service voluntarily within the framework of mobilization. For those planning to enter service under a contract, the procedure remains unchanged.

Context of reforms in the defense sector

Changes in the conscription procedure are taking place against the backdrop of a general reorganization of resource management processes. Previously, Ukraine approved the creation of a new coordinating body, which will take over issues regarding the exemption (bronirovannya) of military personnel. This body will also participate in determining enterprises of critical importance to the economy and the country's functioning, which should help balance the needs of the front and the rear.
