Ukraine is developing solutions aimed at ensuring the stable operation of rail transport during prolonged air alerts. This was announced by Ukraine's Minister for Recovery, Infrastructure and Transport, Nikolai Kalashnik, as reported by RBC-Ukraine citing his Telegram channel. According to him, the issues of organizing transport and logistics during alert periods were raised at an operational meeting attended by the leadership of Ukrzaliznytsia, the Kyiv City Military Administration, and the military command. Thus, the topic of the resilience of railway logistics amid ongoing air threats has been elevated to the level of inter-agency coordination.
Operational meeting on logistics during alerts
The key format of discussion was a working meeting with representatives of the railway operator, the Kyiv City Military Administration, and the military command. It was at this meeting that the need to develop a unified approach to organizing cargo and passenger flows and logistics streams at times when air alerts last for extended periods and affect the operation of stations, platforms, and passenger routes was identified. The minister emphasized that this is not about one-off measures, but about systemic solutions that should allow the railway to remain operational even during recurring and prolonged alerts.
Priority: passenger safety and train movement
The top priority identified at the meeting was passenger safety and the uninterrupted movement of trains. This means that all mechanisms being developed are subordinate to two goals: to protect people on stations and in transit, and to prevent stops or significant disruptions to the schedule. As follows from the minister's statement, it is precisely the combination of these two tasks that sets the framework for further organizational changes in the operation of rail transport.
Round-the-clock stations and a new boarding scheme
According to RBC-Ukraine, Ukrzaliznytsia is preparing changes related to constant alerts, including round-the-clock operation of stations and a revised passenger boarding scheme. The logic behind such measures is simple: during prolonged alerts, passengers may be on stations outside the usual schedule, so stations must be ready to receive and serve people at any time of day, and the boarding procedure must be adapted to conditions of limited time and the need to take shelter quickly. These steps are intended to reduce the load on platforms during peak moments and to streamline passenger movement toward trains.
