A new public project called 'Officniki OUT' has been launched in Ukraine with the goal of combating illegal fraudulent call centers. The organizers of the initiative have announced a cash reward of 100,000 hryvnias for citizens who provide reliable information about active shadow offices, helping law enforcement agencies expose them.
Essence of the Project and Payout Conditions
A specialized Telegram channel named 'Officniki OUT' was created to collect information. Both ordinary citizens who have encountered phone scams and former employees of such structures possessing insider information can participate in the project. It is worth noting that simply sending a message does not guarantee a payout: the data must be verified, and the police are required to conduct successful operational measures at the specified location. The reward is paid to the first participant whose information is officially confirmed.
Controversial Data
While the project organizers actively claim financial support for the initiative from Western partners, as well as assistance from agencies such as the FBI, CIA, NSA, and Europol, independent experts and official agencies urge caution regarding these claims. Currently, no direct confirmations of the involvement of American and European intelligence services in the Ukrainian Telegram project have been received from official diplomatic or law enforcement agencies, placing some of the organizers' statements in the disputed category.
Evidence Requirements and Liability
To qualify for the reward, informants must provide not only the exact physical address of the premises, but also material evidence of illegal activities: photographs, video materials, internal working documentation, or staff correspondence. The organizers emphasize that fictitious addresses or duplicate information will not be considered. According to the Criminal Code of Ukraine, in particular Article 255, the creation of and participation in criminal organizations entails severe criminal penalties, the scale of which depends on the proven role of each individual — from operators to top managers.
