The state postal operator of Ukraine, «Ukrposhta», has officially announced a relaxation of client identification requirements for daily transactions. As of August 12, 2026, citizens are no longer required to provide an RNUKPN (Taxpayer Account Card Registration Number) for payments totaling up to 5,000 hryvnias. This decision is a direct result of public discussion and criticism from regulators following an attempt to tighten rules earlier in the month.
Technical implementation and list of exempted services
The company is currently finalizing updates to its IT systems and the necessary legal documentation. Once the technical update is complete, the requirement to provide the code will be cancelled in branches for three of the most popular service categories. Specifically, an RNUKPN will no longer be required for paying utilities, mobile communications, and a range of other everyday expenses. This change aims to simplify life for citizens who previously faced the need to remember their tax number for the simplest household operations.
Simplification of verification procedures in branches
In addition to cancelling the requirement for small payments, the postal operator has introduced a mechanism to simplify service for clients performing multiple transactions in a row. According to the new rules, if a person has already been verified via RNUKPN within one «basket» of services, there is no need to re-confirm identity for each subsequent transaction during that visit. This solution is aimed at reducing queue wait times and increasing client comfort in post offices.
Reasons for changes: from scandal to compromise
«Ukrposhta» noted that the rule update was the result of a broad public debate regarding the expediency of collecting personal data during routine transactions. The situation intensified after the company informed clients of changes intended to take effect from August 1, in accordance with a plan of measures following an inspection by the National Bank. The changes caused significant public resonance, after which the operator decided to review procedures to avoid further escalation of conflict with subscribers.
Contradictory data
During the investigation, significant disagreements arose between the postal operator and the regulator. The National Bank of Ukraine (NBU) officially refuted information regarding the introduction of new requirements for mandatory indication of a tax number or full bank card number in receipts when paying utilities. The NBU emphasized that the statements disseminated by «Ukrposhta» did not meet the requirements of current legislation. Thus, the postal operator's initial initiative was deemed excessive by the regulator, prompting the company to retreat and return to softer identification rules.
