Starting October 1, 2026, Ukraine will implement a major change in the system for distributing state social benefits. Ukreksimbank is officially ceasing to service accounts designated for pension accrual, housing subsidies, benefits, and other forms of state financial assistance. In place of this function, Ukrposhta is stepping in, taking responsibility for delivering funds directly to the recipients' homes.

Automatic Transition and the Role of Registers

Organizers of the process assure citizens that there is no reason for panic. The transfer of payments will occur primarily in automatic mode. If a pensioner or subsidy recipient does not make an independent decision to transfer funds to another commercial bank, the state will ensure that payments are redirected to Ukrposhta accounts. The data already available in the registers of the Pension Fund of Ukraine will serve as the basis for this process. This will allow for the minimization of bureaucratic procedures and avoid delays in receiving funds.

New Logistics: Money Comes Home

The key change will be the method of receiving funds. In the future, all due amounts—whether pension, subsidy, or compensation—will be delivered by postal workers directly to the recipient's place of residence. This decision radically changes the usual scheme of interaction with financial institutions: citizens will no longer need plastic cards, ATMs, self-service terminals, or mobile banking applications.

Why This Is Important for Frontline and Remote Areas

Experts and representatives of Ukrposhta note that this payment format is critical for vulnerable segments of the population. Primarily, this refers to the elderly, residents of remote villages and sparsely populated areas, as well as citizens living in frontline zones. In conditions where these regions may experience power outages, internet connectivity issues, or lack of access to ATMs, postal workers continue to perform their functions, delivering cash, thereby ensuring social stability and the survival of citizens.

What Citizens Need to Do Before October

Despite the automation of the process, citizens who are used to receiving state assistance on a Ukreksimbank card are strongly advised to check the validity of their contact data. If the registration address or actual place of residence has changed, it is necessary to update the information in the register so that the postal worker delivers the funds to the correct address. Ukrposhta has also announced the launch of a large-scale information campaign in its branches to explain the details of the transition and make this process as smooth as possible for the population.
