In 2026, Ukrainian pensioners affected by the Chornobyl disaster are entitled to a special state pension supplement. According to official clarifications from the Pension Fund of Ukraine, the amount of this monthly allowance for non-working citizens is 2,595 hryvnias. For comparison, in the previous year of 2025, the equivalent amount was 2,361 hryvnias, demonstrating indexation and the state's continued attention to the social support of vulnerable population groups.
Conditions of Appointment and Categories of Recipients
The main criterion for receiving this allowance is the official status of a person affected by the Chornobyl Nuclear Power Plant accident, as well as permanent residence in the zone of unconditional (compulsory) or guaranteed voluntary resettlement. The legislation clearly establishes timeframe limits: a person must have lived or worked in these territories as of April 26, 1986, or in the period up to January 1, 1993. The procedure and mechanism for accruals in the current year are regulated by Article 29 of the State Budget Law for 2026, as well as the clarifying Resolution of the Cabinet of Ministers of Ukraine No. 48 dated January 14, 2026.
Restrictions and Conditions for Termination of Payments
Despite clear criteria, there are a number of strict restrictions due to which citizens may lose the right to the supplement. In particular, the payment cannot be received by those individuals who, after the man-made disaster, independently or by official direction of regional state administrations left the boundaries of contaminated zones and later returned to live there permanently. A similar ban applies to citizens who registered or moved to the resettlement zones after the Chornobyl accident. Moreover, if a pensioner officially gets a job or changes their permanent place of residence, the payment of the allowance will be immediately terminated.
Registration Procedure and Data Verification
The process of assigning state assistance is automated as much as possible thanks to modern digital registries. Specialists of the Pension Fund of Ukraine conduct regular reconciliation of up-to-date data with the Unified State Demographic Register, as well as with the Register of the Territorial Community. If the necessary information is confirmed in electronic databases, the supplement is assigned and paid to citizens automatically without the need for a personal visit to state institutions, which significantly simplifies bureaucratic procedures for elderly people.

In the public space and expert circles, discussions sometimes arise regarding the fairness and differentiation of Chornobyl payments compared to other social initiatives, such as age-based supplements or compensation for women. Some public organizations point out the complexity of administrative verification of residents in frontline or specific resettlement zones, which sometimes leads to temporary delays in the automatic accrual of funds. Nevertheless, official specialized departments insist on the impeccable compliance with the norms of current budget legislation and resolutions of the Cabinet of Ministers, emphasizing the strictly targeted nature of fund expenditures.
