Ukraine's state postal service is stepping up to the international level of digital services. The General Director of JSC 'Ukrposhta', Ihor Smilianskyi, announced that the company is joining the upgraded state service 'Marriage Online 2.0', which provides for the delivery of marriage certificates abroad. According to the company's head, 'Ukrposhta' will handle the mailing of documents to 48 countries around the world — roughly 25% of all the states on the planet. Smilianskyi deliberately did not reveal the first country to which certificates will begin to be delivered as early as September 2026, promising that the choice will 'surprise' Ukrainians, while clarifying that it is 'not Barbados', even though the postal service does serve that island.
How the 'Marriage Online 2.0' service works
The process of registering a marriage in electronic form is already well established in Ukraine: the 'Marriage Online' service has been operating since 2024, and in 2026, according to Smilianskyi, 40% of all marriages in the country were registered electronically. The updated 2.0 version adds a key element — international delivery. Once a couple submits an application and conducts an online video wedding ceremony in the 'Diia' mobile app, 'Ukrposhta' takes on the delivery of the marriage certificates as important documents for the spouses. Thus, the entire journey — from submitting the application and holding the ceremony to receiving the paper certificate — becomes fully digital and cross-border. The project is coordinated by Ukraine's Ministry of Digital Transformation and the Ministry of Justice.
Geography and delivery terms
Ihor Smilianskyi confirmed that the list of destinations, delivery timeframes, and costs will be announced as each route is launched. The company does not disclose the full list of 48 countries in advance, preferring to announce each destination individually. At the same time, the CEO of 'Ukrposhta' clearly outlined an exception: delivery of marriage certificates to Russia and Belarus is not planned. 'No one will feel our love in Russia and Belarus until Ukrainians are loved there,' Smilianskyi stated, thereby tying the service's geography to Ukraine's geopolitical position.

If two years ago electronic marriage registration was a novelty, by 2026 it has become a mass phenomenon — accounting for 40% of all registrations.
