Alexander Pertsovsky, Chairman of the Board of “Ukrzaliznytsia,” addressed passengers with a direct appeal to exercise maximum caution near railway facilities and to move to shelter immediately at any level of air alert. This was reported by RBC-Ukraine, citing Pertsovsky’s official statement published against the backdrop of ongoing enemy attacks on Kyiv’s railway infrastructure.
Recommendations for Passengers: What to Do at Any Alert Level
“Be extremely cautious near railway facilities during these days and always! Leave them and move to shelter at any level of alert,” Pertsovsky emphasized in his address. He paid special attention to the passenger boarding and alighting procedure: even at a yellow alert level, which is traditionally considered the least dangerous, boarding and alighting are possible exclusively from the underground facilities of the Central Station and Darnytsia station. This means that the above-ground platforms at the aforementioned stations are not used for passenger service during any alert.
Injured Railway Worker After the Attack
According to “Ukrzaliznytsia,” one of the company’s employees was injured as a result of an enemy attack on the capital’s railway infrastructure. The railway worker sustained shrapnel injuries while returning home from his shift. At the time the statement was published, he was in the hospital. Pertsovsky directly stated that “enemy attacks on the capital continue, and the capital’s railway infrastructure is also in the crosshairs,” which makes the warning about the need to take shelter not a one-off recommendation but a long-term safety measure.
Refund Guarantee for Missed Trains Due to Safety Concerns
Separately, Pertsovsky informed passengers of a financial guarantee: if, for safety reasons, a passenger misses their train, “Ukrzaliznytsia” will refund 100% of the ticket price. “If you miss your train due to safety concerns — no problem. We will refund 100% of the cost, and you can take the next train. Above all — take care of yourselves,” the Chairman of the Board declared. Thus, the company relieves passengers of financial responsibility for missing a train if the cause was the need to take shelter or compliance with safety measures.

Pertsovsky’s address came against the backdrop of ongoing attacks on Kyiv’s infrastructure facilities. On the morning of September 23, drones struck two gas stations in different districts of the capital — in Holosiivskyi and Darnytskyi. In one case, the roof of the gas station caught fire, and one person was injured. According to RBC-Ukraine, a “Ukrnafta” network gas station was completely destroyed after the strike; this is already the sixth shelling of the company’s facilities in recent weeks. The combination of these events confirms that the threat to above-ground infrastructure, including railway, remains relevant in the coming days.
