During a plenary session, the Verkhovna Rada of Ukraine adopted as a basis the draft Budgetary Conclusions for the State Budget of Ukraine for 2027. A total of 232 MPs voted in favor of the decision, allowing parliament to proceed to the next stage of the budgetary process. According to RBC-Ukraine, citing a statement from the Verkhovna Rada, adopting the document as a basis is the first step in the procedure for approving the state budget for the upcoming financial year.
90 final proposals out of more than five thousand amendments
Roksolana Pidlasa, Chairperson of the Verkhovna Rada Committee on Budgetary Issues, clarified the structure of the adopted document. According to her, the final text of the Budgetary Conclusions contains 90 proposals formulated by the specialized committee following the processing of 5,236 amendments submitted by members of parliament during their work on the draft. This volume of legislative work demonstrates a high degree of factional involvement in shaping the parameters of the future budget and the need to harmonize positions on a wide range of financial issues.
New support tools for business, agribusiness, and regions
Among the key initiatives enshrined in the Budgetary Conclusions, the Budget Committee proposed introducing new state support tools for business, the agricultural sector, and regions. These measures aim to stimulate economic growth and balance budgetary flows between central and local levels of governance. The recommendation for consideration in the first reading was issued precisely after completing the review of over 5.2 thousand amendments, confirming the systemic nature of the work on the document.
Budget deficit and obligations to international partners
The adoption of the budgetary conclusions takes place against the backdrop of ongoing discussions regarding the state budget deficit. Earlier, the Ministry of Finance of Ukraine commented on the current financial situation, emphasizing that resolving existing problems does not guarantee the absence of difficulties in the future. At the same time, the Ukrainian authorities continue working to fulfill conditions set by international partners, which are a necessary prerequisite for continued financial support to Kyiv. President Volodymyr Zelenskyy previously stated that Ukraine will fully cover the state budget deficit by the end of the current year, with part of the attracted financing directed toward purchasing drones for early 2027.
What's next: stages of the budgetary process
The adoption of the Budgetary Conclusions as a basis opens the next cycle of parliamentary procedures: consideration of the draft in the first reading, finalization of the text in committees, voting on individual articles, and ultimately the approval of the State Budget as a whole. For the 2027 budget law to enter into force, all regulatory stages must be completed in accordance with the Law of Ukraine "On the State Budget of Ukraine." Key discussions are expected to focus on defense and security spending, social commitments, and macro-economic forecast parameters embedded in the draft.
