This approach allows the STS to segment business into risky and reliable. Getting on the list of conscientious taxpayers (LCT) is not the result of submitting an application or buying membership — it is an automatically generated list of enterprises that meet strict criteria.

Entry criteria: why formal conscientiousness is not enough

The list may include legal entities on general and simplified tax systems, single tax payers of the fourth group, residents of Action City, and Individual Entrepreneurs (FOP). However, the selection logic is based not only on the absence of violations. The business must demonstrate results no lower than the average in its industry.

The STS analyzes the level of profit tax payment, VAT, average salary, and number of employees. At the same time, it checks for the absence of the status of "risky VAT payer", arrears on the single social contribution, bankruptcy proceedings, or sanction restrictions. Experts emphasize: timely submission of declarations is a necessary but insufficient condition. If the company's tax burden is below the industry average, it may not make it to the list, even without violating the law.

Administrative advantages and economic benefits

The status of a conscientious taxpayer does not provide classic tax benefits, such as reduced rates or holidays. However, it provides significant administrative advantages that directly affect the business economy. First, for companies on the list, there are restrictions on conducting documentary planned, unplanned, and factual inspections. This is not a complete moratorium, but a significant reduction in administrative burden.

Secondly, a critically important factor is the accelerated refund of VAT. Reducing the time for checking the declared budget refund directly affects working capital, which is especially important for exporters and companies that regularly declare refunds.

Personal manager and early risk warning

Another innovation was the introduction of the institution of a personal compliance manager. A specific STS official is assigned to each taxpayer from the list to ensure communication and consultation. It is important to understand that the manager is not an independent advisor, but their presence allows the business to receive information about identified risks and recommendations for their elimination faster.

In the traditional model, companies often learned about claims only after the blocking of invoices. In the new system, the problem is visible at an early stage, allowing it to be eliminated before the escalation of the conflict.

Important nuances and myths about debt write-offs

There is a widespread misconception that inclusion in the list automatically leads to debt write-offs. Igor Bykov clarifies: these are two separate mechanisms. Only a hopeless debt within the meaning of the Tax Code is subject to write-off. Moreover, the presence of a tax debt generally prevents inclusion in the list, with the exception of cases of insignificant and short-term arrears.

Thus, the "White Business Club" in 2026 has become a real tool for predictability, allowing conscientious companies to spend fewer resources on administration and focus on development.
