This system allows subscribers of Ukrainian operators to seamlessly switch between available networks manually or automatically when their own operator's basic network temporarily fails due to power outages. However, despite its effectiveness in providing voice calls and sending text messages, full mobile internet within national roaming remains unavailable to users.
Development plans and ministry stance
The issue of potentially introducing data transmission into the national roaming system is actively discussed by specialized agencies and telecommunication market participants. As stated in a recent interview by Deputy Minister of Digital Transformation Stanislav Prybytko, the relevant ministry is currently carefully studying the technical and economic possibilities to implement this feature in the future. Nevertheless, at present, the priority task remains the stable provision of basic voice communications and SMS messages so that citizens can promptly contact relatives or emergency services during crisis situations.
System limitations and blackout risks
Experts and government representatives have repeatedly emphasized that national roaming is not a universal panacea capable of guaranteeing communication under any extreme scenarios. In particular, if base stations of absolutely all mobile operators in a specific area completely stop functioning as a result of massive missile strikes or prolonged large-scale blackouts, the system will physically be unable to replace the missing coverage. This is why telecom companies are preemptively working to strengthen their own infrastructure by installing alternative power sources and generators at nodal communication facilities.
Contradictory data
Discussions periodically arise in the information space regarding the status of mobile internet restrictions, with some external sources mentioning regulatory decisions concerning communication outages in other regions and countries, such as Moscow during the May holidays. However, the Ukrainian Ministry of Digital Transformation focuses exclusively on internal technical challenges of the national network, where internet restrictions in roaming are solely due to channel bandwidth and partner network loads rather than planned communication blocks for security reasons, unlike the practice in some foreign jurisdictions.
Precautionary measures and subscriber preparation
Against the backdrop of ongoing energy security threats, specialized agencies and experts urge citizens to prepare in advance for potential prolonged electricity and communication outages. In addition to relying on national roaming, users are advised to use alternative methods of accessing information, such as wired internet with autonomous power via GPON technology, offline messengers, and downloading necessary offline maps and useful instructions in advance. The resilience of the country's digital ecosystem today depends both on operators' investments in equipment energy independence and on the digital hygiene of each individual subscriber.
