The issue of security and public transport operation amid ongoing military challenges remains one of the most sensitive for residents of the Ukrainian capital. Recently, the information space has been actively discussing possible innovations regarding the rules of entry into the Kyiv Metro during air raid alerts. In particular, media reports surfaced suggesting that city authorities were allegedly considering a scenario of abolishing free access to underground stations during the so-called yellow alert, which caused a wave of concern among passengers.

Official metro position and current protocols

Commenting on the rumors, representatives of the municipal enterprise Kyiv Metro issued an official statement, urging citizens to rely exclusively on verified sources. At present, the enterprise has not received any official instructions or orders to cancel free entry for the public. The metro management emphasizes that all ongoing processes are strictly regulated by approved documents, in particular the Kyiv Defense Council protocol dated May 14, 2022, No. 10, which guarantees free and unhindered passage of citizens to stations for shelter purposes.

Practical implementation of shelters and new threat levels

To date, 46 underground stations of the Kyiv Metro operate around the clock, serving as reliable bomb shelters for hundreds of thousands of townspeople. Anyone can freely access the platforms during sirens without paying the fare. Discussions in the media arose against the backdrop of a September decision by the Cabinet of Ministers of Ukraine, which introduced the differentiation of air raid alerts into yellow and red levels depending on the nature and degree of potential threat. The new system gave enterprises and educational institutions more independence in deciding whether to operate during the yellow danger level.

Contradictory data

The existence of a discussion around fare payment during alerts is largely due to the practical difficulties of controlling passenger traffic. Critics of the existing rules note the extreme difficulty of technically separating people who descend into the subway solely to escape shelling and those who intend to continue their trip by transport. Nevertheless, despite such logistical dilemmas and rumors circulating in the media about a possible review of the rules, transport workers state that there are no specific regulatory instructions on this matter.

Transport prospects and city authorities' stance

The context of the capital's subway operation is complemented by other infrastructural initiatives. Earlier in October, Kyiv Mayor Vitali Klitschko announced the possibility of resuming train traffic on the green metro line across the South Bridge during a yellow alert. However, this decision will be made exclusively after receiving detailed and authoritative expert conclusions from specialized research institutes regarding the technical condition of the engineering structure, which confirms the city's comprehensive approach to balancing security and transport logistics.
