With the onset of October, discussions regarding traffic rules related to the mandatory use of headlights outside populated areas traditionally intensify in the media space. Many drivers habitually associate this requirement exclusively with the autumn-winter period; however, the modern realities of Ukrainian legislation have undergone important changes. Starting in 2026, it is crucial for drivers to clearly understand the current regulations to avoid administrative liability and ensure maximum road safety.
Year-Round Headlight Requirement
Many drivers mistakenly believe that the rule requiring daytime running lights or low beams outside the city becomes active strictly on October 1. Previously, Ukrainian traffic regulations did contain a seasonal restriction mandating the use of lights outside populated areas from October 1 to May 1. However, in October 2023, the Cabinet of Ministers amended clause 9.8 of the Traffic Rules, completely removing the timeframe limits. Now, this rule is year-round and applies regardless of the season, as officially confirmed by the Patrol Police of Ukraine.
According to the current version of clause 9.8 of the Traffic Rules, when driving a mechanical vehicle outside a populated area during daylight hours, daytime running lights (DRL) must be turned on. If the vehicle's design does not provide for DRL, the driver must turn on the low beam headlights. It is important to note that this requirement applies specifically to out-of-town highways and roads: within city limits under normal visibility conditions, turning on headlights during the day is not required unless dictated by special road conditions or weather factors.
Controversial Data
Discrepancies periodically arise in the media and various online publications regarding the amount of fines for driving with unlit headlights, as well as the nature of the requirement itself. Some sources continue to refer to the outdated practice of "seasonal activation starting October 1," disorienting drivers and creating a false impression that new regulations are introduced precisely on the first day of autumn. In addition, some publications mistakenly indicate the fine for this violation at 425 hryvnias. In fact, according to official data from the Patrol Police of Ukraine, liability for violating the rules of using external lighting devices is provided under Part 2 of Article 122 of the Code of Ukraine on Administrative Offenses, where the sanction is 30 tax-free minimum incomes of citizens, which equals exactly 510 hryvnias.
Additional Changes for Drivers in 2026
In addition to the permanent requirement for lighting devices, domestic legislation introduced other innovations for motorists in 2026. Specifically, starting in July of this year, the validity periods of driver's licenses changed: licenses for categories A1, A, B1, B, and BE are now issued for 15 years, while for freight and public transport (C1, C, D, etc.) the term is 5 years, and the very first license remains temporary for 2 years. Government resolutions also come into force, clarifying the procedure for recording medical restrictions in documents and updating weight parameters for certain categories of commercial transport.
