The Ministry of Social Policy, Family and Unity of Ukraine has clarified the payment mechanism under the "Winter Support" program. According to Minister Denys Hulyar, as stated in an interview with Ukrainian Radio and reported by RBC-Ukraine, residents of frontline communities will be able to receive 19,400 hryvnias. The key condition insisted upon by the ministry is the personal application of the claimant: this is how the state identifies the individual and records the channel through which the payment will be made.
How to apply and why it is important to come in person
Hulyar explained that remote application is not provided for: "A person must apply in person. First, this is how we identify the individual. Second, the person determines the channel through which the payment will be made." Thus, personal presence serves a dual function — identity verification and selection of the method of receiving funds. Applications are submitted depending on the specific situation in the territory of the community; the list of institutions accepting applications is tied to the general list of communities.

The method of receiving funds directly depends on the method of submitting the application and on which part of the list of communities the applicant's settlement is located. The ministry operates with a List of Communities, which contains two lists — it is these that determine through which channel the payment will be made. The Ministry of Social Policy emphasizes that 19,400 hryvnias are allocated per household, not per each family member, regardless of the number of residents.
What the money can be spent on this year
In the current season, the rules for using the funds have been relaxed: Ukrainians from vulnerable categories receiving 19,400 hryvnias of winter support will be able to spend them at their discretion. That is, the ministry does not restrict the designated purpose of the payment — the person independently decides what to allocate the funds to, whether it be heating, food, or other household needs.
Help for people with reduced mobility and those who cannot reach the institution
Separately, the Ministry of Social Policy noted that assistance will be provided to people with reduced mobility and those who have difficulty getting to the institutions on their own, both when submitting the application and when receiving the payment. This is intended to offset the personal application requirement for the most vulnerable categories of residents of frontline areas.
