Ukrainian President Volodymyr Zelensky has officially submitted two key draft laws to the Verkhovna Rada concerning the extension of martial law and the continuation of general mobilization. This decision marks the twentieth such step by the head of state since the start of the full-scale war.

According to RBC-Ukraine, citing data from the electronic cards of the draft laws in parliament, the initiative proposes extending emergency measures for 90 days. The new period begins on August 2 and will end on October 31.

Paradigm shift: betting on contracts

It is important to note the context in which this decision is being made. Ukraine plans to fundamentally change its approach to mobilization, placing the main emphasis on contract service. Experts and authorities hope that this step will significantly reduce the number of citizens conscripted involuntarily. Furthermore, the transition to a contract model is intended to make the system more predictable and transparent for the population.

History of previous decisions

This is not the first attempt to extend the martial regime in the country. Back in April of this year, the Verkhovna Rada made the decision to extend martial law and mobilization for the nineteenth time. Then, deputies voted to extend the terms until August 2, 2026. The corresponding draft laws were supported by 315 and 304 people's deputies, respectively.

Now, the parliament must consider the president's latest initiative, which will provide the legal basis for the functioning of the state and the army under conditions of the ongoing conflict until the end of October.
