The visit of Ukrainian President Volodymyr Zelensky to the United States on July 28 marked a turning point in Kyiv-Washington relations. If just a year ago the idea of convincing the American administration of Ukraine's possibility of victory seemed like fantasy, it is now being realized in practice. The key event of the trip was the meeting at the White House. Unlike the tense dialogue in February 2025, when an open dispute occurred in the Oval Office with US President Donald Trump, this time Zelensky left the meeting in an elevated mood. The leaders discussed the prospects for peace negotiations, the activation of the diplomatic process, and, most importantly, issues regarding the production of interceptors for Patriot air defense systems.

Sanctions Breakthrough in the Senate

In addition to bilateral negotiations, the trip yielded specific legislative results. The US Senate held a procedural vote supporting Lindsey Graham's bill to impose strict sanctions on countries continuing to purchase Russian oil. This step became a significant victory for Ukrainian diplomacy.

The vote brings Congress closer to realizing one of Zelensky's main priorities. The document, authored by Republican Senator Lindsey Graham, is aimed not only at Russia but also at Iran. However, the path to the final adoption of the law is not yet complete: the document must pass all stages of ratification, and the White House's position on this issue remains uncertain for now. It is expected that the final vote in the Senate will take place before August, after which the initiative will move to the House of Representatives.

New Demands for Military Aid

During the visit, Zelensky met with more than 60 senators representing both parties. The main topics of dialogue were strengthening sanctions pressure on Moscow and expanding military support. The Ukrainian leader argued that sanctions would help consolidate the successes of the Armed Forces of Ukraine on the front and force Vladimir Putin to go for peace negotiations.

In terms of military cooperation, Kyiv put forward specific demands that are beginning to find resonance among American lawmakers. In particular, this concerns:

  • Issuing licenses for the production of Patriot system interceptor missiles on US territory;
  • Delivery of additional PAC-3 interceptor missiles;
  • Ensuring uninterrupted access to Starlink satellite communications, which is critical for conducting strikes deep into Russian territory.

Events of recent days indicate that Kyiv's affairs are improving not only on the battlefield but also in the corridors of US power. Zelensky's strategy, combining diplomatic pressure and requests for specific military resources, is beginning to yield tangible results.
