Ukrainian President Volodymyr Zelensky stated that Kyiv has obtained updated data on the production of ballistic missiles in Russia, as well as on Moscow's intentions to scale up this process. According to the head of state, Ukraine intends to counter these plans, but for this, as he emphasized, "corresponding sanctions support in major global jurisdictions" is required. The statement came against the backdrop of ongoing missile strikes on Ukrainian cities and discussions about preparations for the autumn-winter period, when the load on the air defense system traditionally increases.
Sanctions framework and component blocking
The key element of the countermeasure proposed by Zelensky became the complete blocking of supplies of components, equipment, and machine tools that, according to him, the aggressor state uses to produce missiles. "And this is a responsibility, including that of partners: without foreign components, the Russians are unable to implement any item of their missile program," the president stated. Thus, Kyiv is effectively shifting part of the responsibility for undermining Russia's missile program onto Western jurisdictions, demanding that they tighten export controls and sanctions mechanisms against suppliers of critical equipment.
"Iskander-1000" and strikes on Kyiv
The context of the statement was reports that Russian occupiers have begun striking Kyiv with an updated ballistic missile under the provisional name "Iskander-1000." According to available data, thanks to an enlarged engine and an enlarged launch platform, the missile is capable of hitting targets at greater distances, which expands the radius of impact and increases the load on the air defense system. It is precisely such strikes, by Zelensky's logic, that demonstrate the need for both an operational response and long-term restriction of the adversary's ability to expand its arsenal.
Air defense missile shortage and preparations for the autumn-winter period
Spokesperson of the Ukrainian Air Force Yuriy Ignat previously pointed to a shortage of air defense missiles not only for Patriot systems but also for ground and aviation platforms. According to him, the topic of strengthening the protection of Ukrainian airspace for the autumn-winter period was raised in every conversation Zelensky had with European leaders. This means that the question of scaling up Russia's missile production and the question of supplying Ukraine with interception means are considered in Kyiv as interconnected: without simultaneously solving both tasks, the effectiveness of the countermeasure will be limited.

At the same time, it should be noted that the information on "scaling up production" is based on updated data from Ukrainian intelligence and has not been confirmed by independent international sources, while Russia officially does not disclose the parameters of its missile program. In addition, the designation "Iskander-1000" is used by the Ukrainian side as a provisional/working name to describe a modification, and not as an officially recorded Russian designation of the product. Thus, both sides operate at different levels of verification: Kyiv relies on its own threat assessment, and there are currently no publicly verifiable figures on production volumes or the characteristics of the new modification.
