Under Cabinet Resolution No. 1288 dated October 15, 2026, school shelters in Kyiv are accessible only to participants in the educational process during school hours, while kindergarten shelters are restricted to children and staff only. Local authorities may allow outsiders into school shelters provided safety conditions are met.

Ukraine's Cabinet allowed private businesses to build underground defense plants and simplified component imports by lifting duties and VAT.

Ukrainian Prime Minister Serhiy Korytskyy announced the inclusion of Kyiv and Kyiv Oblast in the list of high-risk territories. The measure gives business access to insurance against military risks and compensation of up to 5 million hryvnia.

From 1 August 2026, the principle of “one family — one mechanism of state support” is in effect in Ukraine: an IDP family can use only one housing program. Cabinet Resolution No. 723 deprives of the right to a voucher those who sold their housing or have already received assistance.

Ukraine's Cabinet of Ministers is preparing a plan for a two-tier alert system in Kyiv: "yellow" during drone attacks and "red" during missile threats. The regulations have not yet been adopted.

🇺🇦 The Ukrainian government is expanding the military risk insurance program for businesses. Kyiv and the Kyiv region, as well as leased property and agricultural machinery, will now be covered. The premium compensation limit has increased to 5 million UAH. Large businesses are demanding an increase in the coverage limit to 100 million UAH.
