Russian troops are faking successes in Kharkiv and Sumy regions by spreading fakes about capturing territories, but ISW analysts refute these claims.

Russian troops are actively attempting to expand their control zone in the Sumy and Kharkiv regions using infantry and artillery, the Ukrainian Border Guard Service reports as of September 2026.

ISW recorded the failure of Russian attacks in the Sumy, Kharkiv, and Donetsk regions on September 20–21: no confirmed breakthroughs, and Russian claims of capturing Pylina and Novoleksandrivka are disputed by analysts.

In the Shostka district of Sumy Oblast, a Russian FPV drone struck a civilian car. Four people were killed, including a married couple. This was announced by Oleh Hryhorov, head of the Sumy Regional Military Administration.

The Border Guard Service stated that Russia may intensify sabotage activity in the Sumy and Chernihiv regions, but border guards are not recording signs of preparations for a large-scale offensive.

The 47th Mechanized Brigade “Magura” refuted reports from Russian channels about the capture of Khrapovshchyna village in Sumy Oblast. The brigade stated that no defense breach occurred and that the soldiers continue to hold their lines.

Ukraine's 16th Army Corps denied the Russian Defense Ministry's claims about the encirclement of Ukrainian forces in the "Volchansk cauldron" and the capture of villages in the Kharkiv region. Kyiv considers these reports part of a media campaign against the backdrop of Russia's internal problems.

The "Kursk" Group of Forces refuted Russian claims of capturing Veliky Prykol and Sadky in Sumy region, stating that both settlements remain under the control of the Ukrainian Armed Forces.

The "Kursk" military grouping refuted repeated Russian claims of capturing Pisarevka in Sumy Oblast. Ukrainian military officials confirmed that the village remains under AFU control and that fighting in the area continues.

According to ISW, over two days the Ukrainian forces advanced in Sumy and Kharkiv oblasts, counterattacked on the Redkodub–Nove sector, and struck Russian rear targets. Kyiv refuted the capture of Nove Konstantynivka.

The 'Kursk' Grouping of Forces refuted the Russian Ministry of Defense's claim of capturing Novokonstantinovka in Sumy region, confirming Ukrainian control over the settlement as of August 25.

On the night of August 25, Russia struck Konotop: railway tracks and an agro enterprise were destroyed, dozens of buildings were damaged, and a 14-year-old girl was injured. There were no fatalities.

Russia's night strike on Konotop left a large part of the city without gas and destroyed the 'Korund-S' bus fleet. The mayor reported damage to civilian infrastructure, with no casualties reported preliminarily.

On August 23, Russian drones struck the Mondelez factory in Trostianets in the Sumy region: buildings were damaged, five employees sustained minor injuries, and there were no fatalities.

Ukrainian forces thwarted the RF offensive in Sumy Oblast by conducting successful counterattacks. ISW confirms the loss of initiative by Russian forces on several fronts.
