The Verkhovna Rada Budget Committee has reviewed over 5,200 amendments to the 2027 state budget draft and recommended it for the first reading. Lawmakers propose changing privatization terms, boosting agricultural support, and revising business funding.

Prime Minister Serhiy Koretsky explained that a 1% VAT increase in Ukraine's 2027 budget is necessary to finance business war risk insurance totaling about $1 billion.

The draft 2027 State Budget sets a minimum wage of 9,546 hryvnia and a subsistence minimum of 3,691 hryvnia, which will change the limits for sole proprietors. The budget has not yet been adopted, and the Finance Ministry warns of the risk of delays in social payments.

The Cabinet of Ministers has submitted the 2027 budget draft to the Rada: the average dollar rate is set at 47.1 UAH, 48.3 UAH by year-end, while average salaries are to rise to 34,000 UAH, with the economy remaining in a mode of military adaptation.

In the draft state budget for 2027, the expenditures of the Pension Fund of Ukraine are planned at 1,278.8 billion hryvnias — a growth of more than 200 billion hryvnias. A transfer of 292.8 billion hryvnias will be directed from the budget toward pension top-ups.

The draft 2027 state budget allocates UAH 52.8 billion for the partial restoration of the road fund and UAH 18.2 billion for compensating the difference in utility tariffs. The document has not yet been adopted by parliament.
