Large families in Ukraine raising three or more children are entitled to a 50% discount on housing and utility services. The benefit applies regardless of the type of housing and its ownership form, making it available to both apartment owners and tenants. However, a key condition for granting the discount is that the family meets established income requirements. In 2026, the maximum average monthly total income per family member is 4,660 hryvnias per month.
Who Is Eligible for the Benefit
The right to a 50% discount is granted to large families raising three or more children. The Pension Fund of Ukraine (Pensions Fund - PFU) takes into account the income of the beneficiary and all family members. To grant the benefit in 2026, incomes for the third and fourth quarters of the previous year—from July to December 2025—are taken into account. The average monthly total income of the family per person over the past six months must not exceed the threshold that gives the right to a tax social benefit. If the family income exceeds this threshold, the discount will be denied.
Discount Amount and Limits of Application
The 50% discount applies to housing and a number of utility services, but is provided strictly within established norms. This means that the actual amount of the benefit depends on the family's specific circumstances: composition, type of housing, list of connected services, and regional tariffs. Thus, even with the same income, two different families may receive different discount amounts. The benefit is granted for 12 months starting from the month in which the right to it is determined, but no longer than until the last day of the calendar year.
Automatic Extension for Current Beneficiaries
For families who already received benefits from January 1, 2025, taking into account income, the Pension Fund of Ukraine automatically determined eligibility for benefits in 2026. Such recipients do not need to reapply to the PFU. Exceptions are cases where circumstances affecting the assignment of assistance have changed: a change in family composition, moving to a new place of residence, or a change in the list of utility services for which the benefit was assigned. In these situations, the family must independently notify the fund about the changes.
Documents and Application Procedure
For a large family that has received the relevant certificate for the first time, registering in the Register of Persons Eligible for Benefits is necessary to apply for the discount. If family information is already entered into the Register, submitting the established package of documents to the Pension Fund of Ukraine is sufficient to grant the benefit. When applying for a discount on solid fuel and liquefied gas, a certificate confirming the presence of stove heating and/or a solid fuel kitchen hearth in the dwelling will additionally be required. You can apply for the benefit directly at the PFU; documents are accepted in several ways provided by the current procedure.
Thus, in 2026, large families whose average monthly income per person does not exceed 4,660 hryvnias can still count on a significant reduction in housing and utility costs. For current recipients, the renewal procedure has been simplified to an automatic mode, while for new applicants, the key stage remains registration in the Register and submitting documents to the PFU.
