August 2026 marks a month of significant changes for Ukrainian citizens. New laws come into force, rules for receiving social benefits change, and reporting requirements for businesses are updated. Some innovations are aimed at simplifying life and supporting vulnerable categories of the population, while others require citizens and entrepreneurs to react quickly and comply with new procedures.
Social Benefits and Support for Veterans
In the field of pension provision, Law No. 4851-IX regarding the confirmation of insurance seniority comes into force on August 2. Experts clarify that a mass increase in pensions is not expected; however, individual citizens may be eligible for additional payments.
Furthermore, in honor of Independence Day, some Ukrainians will receive a one-time financial aid. For certain categories of citizens, the accrual will be automatic, while others will have to personally apply to the Pension Fund of Ukraine. The amount of the payment ranges from 450 to 3100 UAH, depending on the recipient's status.
Special attention in August is paid to supporting veterans who lost their sight while defending the country. From August 1 to October 30, the Ukrainian Red Cross will transfer targeted assistance of up to 95,000 UAH. These funds are intended for the purchase of 26 types of household appliances and adaptive gadgets that promote independent living. The list of permitted purchases includes smartphones with screen reading functions, special navigation, and adaptive equipment.
Education and Family Support
For families with first-graders, the "Schoolchild Package" service will be launched in the "Diia" app in August. This is a one-time payment of 5,000 UAH, which is credited to a special account and can be used exclusively for purchasing goods necessary for education.
Important changes will also affect inclusive education. According to the updated procedure, schools from August 2026 are not allowed to refuse the creation of inclusive classes. Now, an educational institution is obliged to open such a class even upon receipt of a single application from parents (for support levels 2-5). Children with the first level of support will be evenly distributed among existing classes without creating a separate inclusive one.
Changes for Business and Entrepreneurs
From August 1, the housing voucher program for internally displaced persons (IDPs) is updated. The new rules will not affect those who have already received a voucher or submitted an application before the resolution came into force.
Reporting forms are changing for entrepreneurs. From August 1, new rules for submitting documents apply to certain categories of sole proprietors (FOPs). Additionally, by August 10, companies with the status of critical enterprises must reconfirm this status. According to former Economy Minister Alexey Sobolev, a simplified procedure applies to most enterprises if industry or regional criteria have not changed.
It should be noted that decisions on the criticality of enterprises will be valid until September 1. This means that some employees risk losing military deferment if the enterprise fails to confirm its status within the established deadlines.
Military Registration and Electricity Tariffs
Significant changes will affect young men born in 2009. In the year they turn 17, they are obliged to register for military service. If until July 31 this could be done online via the "Reserve+" app, the procedure now requires a personal visit to the Territorial Recruitment and Social Support Center (TRSSC). After reaching the age of 18, registration may take place automatically via data from the State Migration Service.
Finally, from August 1, the tariff for electricity transmission services will increase. The new rate will be 928.45 UAH per megawatt-hour excluding VAT, which is 25% higher than previous figures.
