Bill No. 15560 has been registered in the Verkhovna Rada of Ukraine. It proposes to establish a guaranteed monthly housing allowance for internally displaced persons (IDPs) under the age of 23 who are receiving education — regardless of the results of their needs assessment. This is reported by RBC-Ukraine, citing the text of the document entered into the parliamentary register.
The essence of the initiative: removing the link to the needs check
The authors of the bill emphasize that continuing education for young IDPs is associated with substantial additional expenses: housing rent, food, transport, and study materials. At the same time, persons under 23, as a rule, do not have a stable independent income or a realistic opportunity to be fully employed. That is why the document proposes to supplement the law on the rights of IDPs with a new provision, according to which student IDPs under 23 receiving vocational, vocational higher, or higher education will be paid targeted housing assistance on a monthly basis — without any link to the results of the needs assessment. The exact amount of the payment is not fixed in the text: its determination is assigned to the competence of the Cabinet of Ministers.
Automatic verification through EDEBO
A separate novelty of the bill concerns the simplification of administrative procedures. The Cabinet of Ministers is proposed to be obliged to ensure, within one month, electronic interaction between the Unified State Electronic Database on Education (EDEBO) and the systems used to assign IDP payments. If information about education — the fact, the form of education, the date of enrollment or expulsion — is already contained in EDEBO, the person will not have to submit additional paper certificates. This should reduce the bureaucratic burden on the IDPs themselves and on the bodies that assign the benefits.
Duration and conditions for terminating the payments
The right to guaranteed assistance will be in effect during the period of martial law and for six months after its completion or cancellation. The payment is terminated in two cases: if the person completes their education or is expelled from the educational institution, as well as upon reaching the age of 23. Thus, the right to the benefit is directly linked to student status and the age limit. The provisions of the law enter into force one month after official publication, but no earlier than the entry into force of Law of Ukraine No. 4924-IX of July 1, 2026 — a document that is currently already in effect.
Context: how IDP payments currently work
Recall that the current system provides for the transfer of housing funds twice a month — on the 15th and the 28th. A delay in payment most often does not mean the loss of the right to the benefit. Previously, the Pension Fund of Ukraine named seven grounds on which IDPs may be deprived of the monthly assistance: among them — the acquisition of expensive property, the presence of a large deposit, prolonged stay abroad, and other factors identified during the needs assessment. Bill No. 15560, if adopted, will effectively remove the category of young student IDPs from this check, securing for them an unconditional right to the targeted payment.
