Ukrainian People's Deputy Mykhailo Bondar has appealed to the Ministry of Energy, demanding active intervention in the situation surrounding the Chervonohradsk Enrichment Plant (CEP). According to the parliamentarian, the key factor determining the fate of the enterprise is currently the court proceedings regarding the appointment of an arbitration administrator. The next court session, which could be decisive, is scheduled for August 19, 2026.
Necessity of consolidating state interests
Mykhailo Bondar emphasized that the Ministry of Energy must take on the role of coordinator, unifying the position of all state creditors of the enterprise. Currently, among the factory's creditors are both state structures and private investors, between whom a conflict has arisen regarding the candidate for the rehabilitation administrator. The deputy believes that without the consolidation of state efforts, it is impossible to ensure the appointment of an independent arbitrator who will work exclusively in the interests of the country and the restoration of production.
Risks to energy security and winter preparation
The situation around the Chervonohradsk CEP has become critical against the backdrop of the long rehabilitation procedure of PJSC "Lviv Coal Company". The enterprise is effectively stopped, and wage arrears and management problems create a threat to energy security. As the deputy previously noted, without the resumption of effective state management and stabilization of the factory's work, risks for preparation for the heating season increase. The full-fledged supply of coal from the mines of the Lviv-Volyn basin to state thermal generation directly depends on the operation of the CEP.
Position of relevant committees and experts
Concerns about the situation at the factory are being raised not only by deputies but also by relevant committees. The Head of the Verkhovna Rada Subcommittee on Energy Security Issues, Viktoriya Hryb, previously stated the need for immediate intervention by the Ministry of Energy. Experts and analysts from RBK-Ukraine in their materials also pointed out that the current situation requires an immediate solution, as it depends on the functioning of a whole segment of the energy sector.

There are differences in the emphasis on the assessment of the situation in the sources. In one of the RBK-Ukraine materials (Source ID 1), the situation is described through the prism of "shadow schemes" and a direct threat to winter preparation, which implies the presence of corrupt factors or illegal actions. At the same time, in the statement by Deputy Bondar (Source ID 2), the emphasis is on procedural issues: the need to consolidate creditors and appoint an arbitration administrator through the court. This creates two vectors of understanding the problem: either it is a matter of fighting shadow players, or a matter of administrative and judicial bureaucracy requiring political will to resolve.
Prospects for launching the enterprise
Mykhailo Bondar assured that without resolving the management issue, a transition to a full-fledged launch of the factory is impossible. The key moment will be the court session on August 19, where the fate of the administrator candidate will likely be decided. If the state cannot consolidate its positions and influence the choice of the arbitrator, the risks of production stoppage and disruption of coal supplies to thermal power plants will remain high.
