In August 2026, Estonia was officially recognized as the best country in the world for permanent residence. According to the latest report from the Rumavi Global Mobility Index, the Baltic state scored 72.8 out of 100 possible points, overtaking traditional favorites. The ranking, covering 192 countries and territories, is based on 24 criteria that assess real living conditions rather than tourist appeal.
Financial Stability and Business Environment
The main factor behind Estonia's success is its economic model and digital infrastructure. In the "Currency and Banking" category, the country received a maximum score of 99 points, making it attractive to expats who value financial transparency. Estonia also leads in "Business Opportunities" (96 points) and "Startup Ecosystem" (89 points). This confirms the country's status as one of the world's centers for technological development and entrepreneurship.
Quality of Life and Family Conditions
The Rumavi Index also evaluates the social aspects of relocation. Estonia ranked first in the world for family-friendly living conditions, scoring 74.5 points. The country received high marks for housing affordability (82 points), availability of green spaces (86 points), and road safety (77 points). For foreign citizens, an important factor was the right to own real estate, for which Estonia received 90 points.
Singapore and Other Ranking Leaders
Singapore took second place in the global tally with a score of 72.6 points. The Asian tiger leads in the "Entrepreneurship" category (78.6 points) but trails Estonia in the overall score. Malaysia, Portugal, and Taiwan also made it into the top 5. These countries are traditionally considered popular destinations for expats due to their climate and quality of life.
Czech Republic's Position and Europe
Among European countries, the Czech Republic took 9th place in the world and 4th in Europe with a score of 69.9 points. It trails Estonia, Portugal, and Lithuania in the overall ranking. The Czech Republic demonstrates strong positions in the "Family" category (3rd place in the world), thanks to safety and low climate risks. However, the country lags behind in remote work indicators (25th place) and conditions for retirees (20th place).
Methodology and Evaluation Criteria
The 2026 Rumavi Index evaluates countries based on four main groups: finance and taxation; quality of life and healthcare; security and stability; as well as settlement and opportunities. Criteria include cost of living, income tax, banking services, healthcare, housing, environmental quality, climate, digital infrastructure, education, business opportunities, visa access, and real estate ownership. Such a comprehensive approach allows for identifying real relocation conditions, not just tourist appeal.
