With a significant portion of households in Ukraine continuing to heat their homes with firewood or other solid fuel and cooking with liquefied bottled gas, the government has provided a special social benefit. It helps compensate for the costs of purchasing these types of fuel and is issued for a calendar year. The XAB.info editorial team has analyzed who is eligible for the allowance, through which channels applications are submitted, and what to do in case of a refusal.
Who Is Eligible and How Income Is Calculated
The payment is awarded to families that use exclusively solid fuel for home heating and liquefied bottled gas for cooking. The allowance is valid for the calendar year, so an application must be submitted annually. If the right to assistance depends on income level, the average monthly income per family member must not exceed the threshold that grants the right to a tax social allowance. The amount of the payment itself, as noted earlier, depends on the recipient category.
Where and How to Submit an Application
The applicant or their legal representative can apply for the benefit. Documents are accepted in several ways: in person, by registered mail, or electronically. The service is provided free of charge, and the review period is 10 calendar days. The Pension Fund of Ukraine calculates the amount of the allowance by the 25th of each month, and the applicant can receive the result in person, through a representative, or by registered mail.
Electronic Application via Portals and Apps
For online applications, the web portal and mobile app of the Pension Fund of Ukraine, the official website of the Ministry of Social Policy, and integrated information systems are available. The electronic application must be signed with a qualified electronic signature and accompanied by scanned copies of documents. This allows applicants to submit requests without visiting an institution in person.
Refusal and Appeal Procedure
Following the review, the application may be approved or the benefit may be denied. The Diia portal lists the grounds for denying assistance. If the applicant disagrees with such a decision, they have the right to appeal the refusal in the district administrative court. It was also noted earlier that after recalculation, payments could disappear in certain cases, making it important to keep personal data up to date.
