The Cabinet of Ministers of Ukraine has allocated 26.5 million hryvnias for the purchase of 53 residential houses for internally displaced persons (IDPs) and evacuees in rural areas. The funding has been distributed among communities in eight regions as part of the redistribution of local budget subventions for 2026.
New Subvention Allocation Rules and Project Geography
The decision to allocate funds was made by the government on October 20 by amending the current resolution on subventions to local budgets. Territorial communities that undertake commitments to form housing funds for temporary or supported living of displaced persons will become the recipients of the funds.
According to the current distribution, the largest number of real estate properties is planned to be purchased in the Kyiv region. The program is implemented within the framework of the already approved state budget and does not require additional expenditures from the state treasury.
Ministry Goals and Partner Support
Deputy Minister of Social Policy Tetyana Kyryenko emphasized that the priority task of the agency is to ensure safety and comfortable conditions for citizens who lost their homes due to the hostilities. According to her, public organizations together with international and local partners will be engaged in equipping the purchased houses, and the process of selecting suitable options for families is already underway.
The Ministry of Social Policy, Family and Unity of Ukraine emphasizes the systemic approach to solving the housing crisis for vulnerable population categories. Rural areas were not chosen by chance: this allows not only to resettle people but also to promote the development of regional communities.
Legislative Changes and Payment Prospects
Along with property support, institutional changes are taking place in the country. On October 20, a new specialized law on internally displaced persons came into force, aimed at improving their registration system. Previously issued certificates retain their legal validity, and displaced persons do not need to re-issue them.
In addition, the Budget Committee of the Verkhovna Rada initiated a review of financial standards for social assistance. Government instructions include amendments on increasing living allowances starting from 2027 by one thousand hryvnias: payments will amount to 3,000 hryvnias for adults and 4,000 hryvnias for children and persons with disabilities.
Significance of the Program for the Housing Market and IDPs
The allocation of funds for the purchase of rural houses marks an important step toward the decentralization of assistance and the creation of long-term conditions for the integration of displaced persons. In the context of the ongoing crisis, such initiatives reduce the burden on large cities and help revitalize life in rural areas. It is expected that the successful implementation of the pilot stage will allow scaling the practice of housing acquisition to other regions of the country in the future.
