In the Zakarpattia region, the investigation into a criminal case has been concluded, revealing shocking details about the operations of one of the district Territorial Defense and Mobilization Centers (TCC). Soon, an employee of the agency will stand trial, accused of torturing a person liable for military service. The General Prosecutor's Office of Ukraine (GPO) has confirmed that the investigation has gathered sufficient evidence to transfer the case to court.
Nightmare on the Metal Ladder
According to the investigation, the incident occurred in March 2026. A TCC employee attempted to forcibly detain a man on the territory of a temporary mobilization point. To force the citizen to comply, the official used force: he handcuffed the man's hands to a metal ladder and left him in that position for the entire night.
The actions of the TCC employee are classified as torture — the intentional infliction of severe physical and mental suffering with the aim of forcing a person to act against their will. According to Ukrainian legislation, the accused faces imprisonment for up to six years for this crime.
Investigation Covers TCC Leadership
The investigation is not limited to the actions of a single employee. The GPO continues to investigate the acting head of the district TCC and the head of the military registration unit. According to investigators, these officials may have been involved in the illegal detention of citizens.
The cases against the leaders have been separated into distinct criminal proceedings. Previously, these officials were already notified of suspicion regarding the illegal deprivation of liberty and torture of persons liable for military service. This points to a systemic nature of the violations identified in this district.
Large-Scale Inspection of Agencies Across the Country
The events in Zakarpattia are part of a broader context of the fight against violations in the mobilization system. Recently, the GPO conducted large-scale searches in more than 100 TCCs across Ukraine, aiming to uncover facts of corruption and abuse of power.
A reminder of the tragic consequences of such violations has already occurred: it was previously reported about the death of a 52-year-old man after his stay at the Kremenchuk TCC, regarding which a criminal case was also opened. The current case in the Zakarpattia region demonstrates that law enforcement agencies continue to respond strictly to cases of brutality by military commissariat employees.
