In the temporarily occupied territory of the Luhansk region, Russian invaders have begun threatening locals with the confiscation of residential real estate under the pretext of accumulated utility debts. This was reported in October 2026 by the head of the Luhansk Regional State Administration, Oleksiy Kharchenko, who stressed that apartments and houses belonging to citizens whose debts have exceeded the twelve-month threshold are facing "nationalization".

Threat of "Nationalization" Due to Utility Debts

According to the regional military administration, the occupation authorities deliberately ignore the real incomes of the population, as well as the difficult life circumstances that forced owners to abandon their homes. Many Ukrainians were forced to evacuate children from frontline zones to save their lives and cannot regularly pay utility bills in the captured territories. Meanwhile, the debt accumulated over the past year is used by the invaders as an official pretext to include properties in expropriation lists.

Demolition of High-Rises in Sievierodonetsk Instead of Restoration

Alongside financial pressure on property owners in temporarily occupied Sievierodonetsk, large-scale demolition of residential apartment buildings damaged during active hostilities and the storming of the city is underway. As Oleksiy Kharchenko noted, despite repeated public promises by the occupation authorities to fully restore the destroyed housing stock, the invaders have moved on to dismantling buildings. In October alone, the demolition of two more damaged apartment buildings is planned.

Lack of Compensation and Humanitarian Consequences

Amid the forced deprivation of property rights and the demolition of houses, local residents are not provided with any alternative housing or financial compensation. Lost apartments and houses are permanently taken away from citizens who left them for safety reasons or found themselves in a difficult socio-economic situation. Such actions by occupation structures deepen the humanitarian crisis in the region.

Long-Term Implications for the Region

The intensification of pressure on the remaining and evacuated population of the Luhansk region reflects the overall strategy of the occupation authorities to redistribute material resources in the captured territories. Experts and representatives of Ukrainian departments note that such measures are aimed at solidifying control over the region amid ongoing hostilities.
