Ahead of the 2026-2027 heating season in Kyiv, the authorities have made a key decision regarding citizens' utility bills. According to an official statement by the Kyiv City State Administration (KMDA), tariffs for heat and hot water for the population will remain unchanged. This will help avoid additional financial pressure on households amidst a challenging economic situation and ongoing challenges in the country's energy sector.

Preservation of Fixed Prices for the Population

The city authorities emphasize that the moratorium on raising the cost of basic utility services for regular consumers remains in effect. To date, the cost of one gigacalorie of thermal energy for the population is fixed at 1,654.41 hryvnias, while one cubic meter of hot water costs residents of the capital 97.89 hryvnias. These rates will apply throughout the entire upcoming heating period, ensuring stability for millions of Kyiv residents.

Economically Justified Tariffs for Other Categories

Despite the price freeze for the population, the situation for other consumers looks different. The capital's heat supply enterprises, including Kyivteploenergo and EURO-RECONSTRUCTION LLC, have completed the procedure for updating the costs of production, transportation, and supply of heat. Due to the expiration of previous regulations, new, economically justified tariffs reflecting actual market costs of energy carriers will be introduced for budget-funded organizations, religious communities, and commercial consumers.

Contradictory Data

Rumors and speculations regarding potential sharp spikes in utility bills, such as reports about hypothetical tariffs of 97 hryvnias or more for water supply, periodically appear in the information space. However, relevant KMDA departments officially refuted such rumors, emphasizing that tariffs for the population are protected by state and city guarantees, and any changes apply exclusively to non-residential consumers and the commercial sector.

Preparation for the Heating Season and Energy Challenges

Experts note that maintaining tariffs while simultaneously increasing the real cost of maintaining infrastructure requires significant subsidies and compensation from the city budget, as well as coordinated work by municipal services. Along with pricing issues, the Kyiv authorities are actively preparing the residential housing stock for winter, paying special attention to building energy efficiency, backup power sources, and heat retention during potential power outages.
