From 14:30 on October 2 to 16:00 on October 4, the state mobile application and portal Diia temporarily suspended the operation of a number of key services. The reason for the large-scale restrictions was scheduled technical work affecting the Unified Information Database of Internally Displaced Persons (IDPs).
What Specific Services Are Unavailable to IDPs
The largest number of restrictions affected procedures directly related to IDP status. During the routine maintenance period, citizens are temporarily deprived of the opportunity to obtain or cancel IDP status, correct their actual place of residence address, and use the specialized service 'A1.1 Forced Internal Displacement.' In addition, the operation of the comprehensive service for IDPs, which allows obtaining a certificate and changing the current registration place simultaneously, has been suspended.
Financial and Housing Services on Pause
In addition to basic administrative procedures, temporary restrictions have spread to housing and financial programs. Until Sunday, Ukrainians will not be able to submit applications for a housing voucher, apply for a specialized concessional loan for IDPs, apply through the popular state program 'eOselya,' or apply for a housing subsidy. Furthermore, during the technical measures, the comprehensive service intended for Ukrainian defenders and their families was temporarily disabled.
Future Changes for IDPs and New Payment Rules
It is worth noting that the technical break in Diia coincided with a period of large-scale institutional changes for displaced persons. Thus, starting October 22, 2026, the main document officially confirming IDP status will change in Ukraine, although until this date all previously issued certificates retain their full legal force. In parallel with this, the government has updated the procedure for making payments: for a significant portion of displaced persons, state financial assistance will be automatically extended for another six months without the need to reapply to social protection authorities.

While official state structures and the developers of the Diia application claim that the technical work is planned and controlled with a clear deadline until 16:00 on October 4, users in social media and specialized Telegram channels periodically reported sudden failures and the inability to authorize even before the official start of the regulation. Experts of specialized publications note that such large-scale database updates often cause temporary increased server load, which can slightly delay the full restoration of all functional capabilities of the services after the technical work is completed.
