In October 2026, internally displaced persons (IDPs) in Ukraine began receiving state housing allowances under a new six-month payment period. These disbursements, regulated by Cabinet of Ministers Resolution No. 1087, cover the timeframe from September 1, 2026, to February 28, 2027. The state continues to support vulnerable categories of citizens; however, the procedure for assigning and extending financial assistance has undergone certain adjustments that require careful review by recipients.
Essence of Innovations and Payment Terms
The new government resolution expanded the support program, increasing the maximum number of six-month payment periods from five to six. Basic rules and need criteria continue to be regulated by Cabinet Resolution No. 332. Meanwhile, the amounts of financial assistance remained unchanged: children and persons with disabilities receive 3,000 hryvnias monthly, while other categories of IDPs receive 2,000 hryvnias for each family member.
Extension Conditions and Property Criteria
The income level remains a key factor for receiving payments in the new period for the majority of citizens. In the current year 2026, the average monthly total income per recipient must not exceed the established threshold of 10,380 hryvnias. Nevertheless, exceptions are provided for certain categories of citizens. In particular, for children from IDP families who were granted assistance without taking into account the property status and income of parents, the extension occurs automatically.
Process Automation and Digital Services
The transition to automatic extension of assistance for a significant portion of IDPs has significantly reduced the bureaucratic burden, saving people from the need to re-collect certificates and submit applications every six months. At the same time, the digitalization of processes continues to develop: starting October 22, a new document confirming the status is being introduced for internally displaced persons, although current certificates retain their legal validity until that date.
