The Pension Fund of Ukraine has officially clarified the conditions for assigning a special pension allowance for citizens who have minor children in their care. This social support measure aims to assist vulnerable family categories; however, receiving it requires strict compliance with established legislative criteria and parameters.

Main Conditions for Receiving the Supplement

According to the agency's explanations, the right to a financial increase belongs exclusively to non-working pensioners who support children under the age of 18. Furthermore, this allowance applies to specific types of pension provisions, namely old-age pensions, disability pensions, and length-of-service pensions assigned in accordance with specialized Ukrainian laws.

Regulatory Framework and Restrictions

The procedure for making such payments is regulated by Cabinet of Ministers of Ukraine Resolution No. 654 dated July 16, 2008. The most critical requirement is the pensioner's employment status: they must not be officially employed or registered as an individual entrepreneur. In the event of employment or business registration, the payment of the allowance is immediately terminated.

Context of Social Payments in 2026

It is worth noting that amid ongoing social protection measures in 2026, state policy also covers other categories of citizens. For instance, non-working pensioners living in resettlement zones receive additional monthly payments, and persons with disabilities since childhood have the legal right to simultaneously receive social assistance and a survivor's pension. This creates a comprehensive support system for the most vulnerable segments of the population in current economic realities.
