The Kiev City Defense Council approved a package of new rules regulating the movement of cargo vehicles in the capital on August 31, 2026. The document takes effect as early as tonight — from 00:00 on September 3. According to the statement by city authorities, the decision was made "to improve the logistical situation in the capital" and affects both transit traffic and large vehicles entering the city limits.
Transit traffic: lifting restrictions during curfew
The key change concerns the nighttime window. From 00:00, the unrestricted movement of transit cargo traffic is permitted in Kiev during the curfew period. Previously, nighttime hours effectively blocked the transport of cargo through the capital, creating congestion on approach routes and increasing delivery times. Now transit trucks will be able to pass through the city without being tied to specific time windows, which, as intended by the authors of the decision, should relieve logistics chains and reduce the load on local roads during daytime hours.
Entry into the city: a clear schedule for vehicles over 4.5 tons
A strict entry schedule into the city is introduced for large vehicles with a maximum permissible mass exceeding 4.5 tons. The restrictions will apply during periods of peak load on Kiev's road network — so-called rush hours. The specific time intervals during which entry will be prohibited or restricted are set out in the text of the Defense Council's decision and will be communicated to drivers through official channels. This approach allows the capacity of the main arteries to be preserved during morning and evening hours, when passenger and light-vehicle traffic reaches peak levels.
Exception for food and drinking water
Authorities have made a targeted exception for vehicles transporting food and drinking water. Such vehicles will be able to move around Kiev without restrictions at any time of day, including rush hours and curfew. This decision is dictated by the need to guarantee the uninterrupted supply of the capital with food and water, especially under conditions where the city regularly faces air alerts and possible infrastructure disruptions.
Broader context: updating security protocols
The new rules for cargo vehicles are part of a broader process of reviewing the city's security protocols. As RBC-Ukraine previously reported, Kiev's authorities, together with the military, are reviewing the order of movement across the capital's bridges during attacks, as well as discussing changes to the operation of the metro, establishments, and other infrastructure facilities during air alerts.
