National electronic communications operator "Kyivstar" has reported on the current state of its network: as of 2026, the company's high-speed 4G internet is available to 96.2% of Ukraine's population. This was reported by RBC-Ukraine with reference to the operator's press release. The company emphasizes that even in the conditions of a full-scale war, it not only maintains but also increases network capacity in large cities, while simultaneously building infrastructure in small settlements and along key routes.
4G coverage reaches 96.2% of the population
According to the operator, LTE access is provided to the overwhelming majority of the country's residents — 96.2% of the population in the territory controlled by Ukraine. In 2025, according to business publications, the company expanded 4G coverage to another 630 settlements and built over six thousand new base stations, investing more than 30% of its annual revenue in infrastructure development. Since the beginning of the full-scale invasion, total expenditures on restoration, modernization, and the development of digital capacities, according to the operator's estimates, have reached UAH 40.1 billion.
Network development along transport arteries
"Kyivstar" pays special attention to coverage along key transport arteries. In 2025, new base stations appeared on more than 300 sections of highways, and in the first half of 2026, coverage was improved on another 96 sections. In particular, new equipment was installed along the Kyiv — Vinnytsia — Chop and Dnipro — Vinnytsia — Stryi routes, including in high-altitude sections. According to the operator, high-quality 4G coverage is provided along more than 12,500 kilometers of roads of international and national importance.
Abandoning 3G: over a million users switched to LTE
An important step in expanding LTE access was the phase-out of the outdated 3G technology, which Kyivstar became the first among Ukrainian operators to complete in August 2026. Thanks to this, according to NKREKP data for the first quarter of 2026 (excluding temporarily occupied territories), more than 1 million users switched to 4G, receiving higher speeds, lower signal latency, a more stable connection, and access to VoLTE technology for higher-quality voice calls. The company clarifies that for a small number of B2B clients, 3G is temporarily retained locally taking into account the specifics of equipment placement, and the transfer of such objects to 4G is planned to be completed in the near future.
Modernization and restoration under wartime conditions
Parallel to expanding its geography, the operator is conducting a technical update of the network: in 2025, according to the company, more than 10,000 base station modernization works were carried out, which increased the capacity and stability of communication. Over the same period, more than 10 network objects were restored, and since the beginning of the full-scale war — about 700. "Kyivstar" also continues to expand its pilot project for testing 5G technology, which, in particular, has become available in Kharkiv.
What this means for subscribers
The company notes that all these steps are part of systematic network development: the operator continues to work on expanding and improving coverage quality, increasing capacity and speed so that users in all regions have access to high-quality mobile communications and high-speed internet. Recall that earlier "Kyivstar" raised the cost of tariffs starting October 8, 2026; according to the company's statement, the changes affect only part of the subscribers, and an unsuitable package can be changed to a more convenient one.
