The city authorities of Lviv have decided to significantly reform the population alert system for aerial threats. Starting October 12, 2026, the regional center is implementing two fundamentally new air raid alert levels—yellow and red. This measure is designed to more accurately inform citizens about the nature of the impending threat and optimize the operation of urban infrastructure, including educational institutions.
The Essence of the Innovations and New Threat Levels
According to an official statement from the Lviv City Council, the division of alerts into two levels is due to the specifics of the weapons used. The yellow level will be activated exclusively in cases of detected threats from strike unmanned aerial vehicles. The red alert level will be announced during larger-scale and more dangerous scenarios, such as a missile attack, a combined missile-drone strike, or a massive drone raid.
Features of Voice Alert and Sound Signals
Changes will affect not only the classic wailing of sirens but also the voice accompaniment. Warnings about the yellow and red threat levels will be voiced in a male voice with a clear indication of the danger's nature and a call to immediately proceed to protective structures. At the same time, the all-clear signal for the air raid alert will undergo changes: it will be broadcast in a female voice without sirens. This message will last exactly 20 seconds and repeat twice for better audibility.
Impact on the Educational Process and Citizen Safety
The new system will directly affect educational institutions in the city. In particular, when a yellow threat level is announced, the educational process in Lviv schools must be immediately interrupted, and all students and teachers are required to orderly move to shelters. City residents are reminded to strictly follow safety rules regardless of the assigned alert level and remain in safe zones until the official all-clear is announced.
Shelter Search and Information Support
For the convenience of citizens, city authorities have updated and made information about protective structures as accessible as possible. The nearest bomb shelter in the Lviv urban community can be found using a special interactive online map. In addition, the current list of shelters is promptly provided via the official city chatbot CityHelper in Viber, Telegram, and the state mobile application 'Diia'.
