President of Ukraine Volodymyr Zelenskyy has submitted bills to the Verkhovna Rada providing for another extension of martial law and general mobilization in the country for a further 90 days. The relevant initiatives, numbered 16182 and 16183, were registered in parliament and referred to the respective committees for review. According to the submitted documents, the special legal regime and mobilization measures are proposed to be extended until the end of January 2027, marking the 21st such decision since the beginning of the full-scale conflict in February 2022.

New Terms and Parliamentary Approval Procedure

According to the texts of the bills, the duration of martial law and general mobilization in Ukraine is extended for the next 90 days. According to lawmakers, voting in the Verkhovna Rada will take place in the near future, after which the documents must be signed by the head of state. This procedure is routine and has been carried out every three months since the introduction of the special legal regime in February 2022 to ensure the state's defense capability.

Mobilization Conditions and Categories of Citizens

Current conscription rules remain unchanged: general mobilization involves the transition of the economy, government authorities, and military structures to functioning under a special period. Conscription applies to liable-for-military-service men aged 25 to 60 who are deemed fit for health reasons and have no legal grounds for deferment or reservation. Men aged 18 to 25 can be drafted only in cases strictly defined by law or join the ranks voluntarily under contract, while women are engaged in military service solely on a voluntary basis.

Essence of the Legal Regime and Current Context

Martial law is a special legal regime introduced to comprehensively ensure the country's defense, protect the civilian population and critical infrastructure from external aggression. Amid ongoing hostilities, the country's leadership maintains the total strength of the defense forces at a high level while concurrently improving reservation mechanisms for key specialists to support the economy. The new extension of the regime will ensure the uninterrupted operation of all national security sectors and the rear support system for the coming months.
