A high-profile criminal case is unfolding in Kyiv, linked to a tragic incident at a military commissariat. A 31-year-old resident of the capital has been officially informed of suspicion of intentionally killing a person performing their official duties. The investigation has already begun the process of selecting a preventive measure, and it is most likely that detention will be imposed.

Details of the crime and motives

According to information from the Kyiv City Prosecutor's Office, the tragedy occurred on July 29. A man, who was previously wanted for evading the military-medical commission (MMC), was brought to the ad hoc permanent MMC No. 1 of the Podil District TCC and SP. He was awaiting a medical examination.

Based on preliminary data, the crime was planned. The suspect concealed a knife in his bag. During the examination, he complained of a toothache and insisted on a thorough examination, trying to secure a postponement for a few days. However, when it became obvious that the doctors would deem him fit for military service, the man lost control.

The victim of the attack was a 55-year-old surgeon who was supposed to conduct one of the final stages of the examination. The suspect inflicted about 17 chaotic knife wounds to her chest, neck, and arms. The woman died at the scene.

Legal consequences

The Podil Regional Prosecutor's Office qualified the man's actions under item 8 of Part 2 of Article 115 of the Criminal Code of Ukraine — intentional killing of a person in connection with the performance of their official duties. This is one of the most serious articles of the Criminal Code. For such a crime, the legislation provides for punishment in the form of imprisonment for a term of 10 to 15 years or life imprisonment.

Parallel to the main case, investigators initiated an investigation under Part 3 of Article 367 of the Criminal Code (violation of safety rules when entering state institutions). The main task now is to establish exactly how the suspect managed to smuggle a cold weapon through the security check into the building of the military commissariat.

Context: rise in violence at TCCs

This crime is not an isolated incident. In recent weeks, there has been a rise in aggressive incidents across Ukraine related to mobilization and the work of territorial recruitment centers (TCCs).

  • In Vinnytsia, a knife attack on a TCC serviceman was recorded during the delivery of a citizen to the commissariat. The victim sustained injuries but received timely medical assistance.
  • The Security Service of Ukraine (SBU) and the National Police continue to investigate the high-profile case of the attack on the TCC in Lviv, which occurred on July 8. Among those detained in connection with this case are active-duty military personnel.

The Prosecutor's Office promises to take the case to court and identify all those involved in security violations at state institutions.
