A new law on internally displaced persons, numbered 4924-IX, has entered into force in Ukraine, significantly updating the state citizen registration system. The document defines clear grounds under which IDPs can be deregistered, and in some cases, this happens without the person's personal application. The changes are designed to streamline data on displaced persons through the Unified Information Database without creating excessive bureaucratic burden on the population.
New Registration Rules and the Status of Old Certificates
The newly enacted law changed the approaches to maintaining registers, but relevant agencies and experts immediately reassured citizens. IDPs do not need to massively apply to government agencies or administrative service centers to replace documents. All previously issued internally displaced persons certificates retain their legal force and remain fully valid. The transition to the Unified Information Database occurs automatically for citizens themselves, saving them from having to go through repeated paperwork.
Grounds for Deregistration Without Application
According to Article 10 of the adopted law, a number of situations are provided for when citizens can be excluded from the register of displaced persons without their preliminary appeal. In particular, this applies to cases of prolonged stay abroad, although the legislator provides special exceptions for valid reasons. The parameters and time limits for such a stay must be determined by the Cabinet of Ministers of Ukraine, which will also establish an official procedure for recognizing the situation in the regions as safe to return home. At the same time, changing the registration of a place of residence within the territory controlled by the Ukrainian authorities is not considered a separate basis for automatic deprivation of status.
Prospects for Financial Support Growth from 2027
In addition to administrative innovations, the law and related government initiatives affect the financial side of citizen support. The Budget Committee of the Verkhovna Rada included amendments in the official instructions of the Cabinet of Ministers that lay the groundwork for increasing state assistance. According to these proposals, starting in 2027, the monthly living allowance should increase by 1,000 hryvnias. Thus, the amount of payment for adults will be 3,000 hryvnias, and for children and persons with disabilities, this figure will increase to 4,000 hryvnias.
Significance of the Reform for State IDP Support Policy
The adoption of Law No. 4924-IX marks the transition of the Ukrainian state system from paper accounting to modern digital registers. The introduction of an electronic cabinet for displaced persons simplifies interaction with the state, allowing them to quickly receive necessary extracts without queues. At the same time, clear regulation of the grounds for terminating status makes the system more transparent both for regulatory authorities and for citizens themselves. In the future, this will make it possible to more effectively distribute budget funds and targeted assistance to those who really need it while maintaining social guarantees.
