The Budget Committee of the Verkhovna Rada has included amendments in its instructions to the Cabinet of Ministers providing for a 1,000 hryvnia increase in monthly living assistance for internally displaced persons. The changes, if they pass all stages of the legislative process, will enter into force on January 1, 2027. This was announced by Member of Parliament Pavlo Frolov on his Facebook account, as cited by RBC-Ukraine.

What Exactly Do Amendments No. 1040 and No. 1041 Propose

We are talking about two amendments to the draft state budget for 2027 — No. 1040 and No. 1041. In addition to the baseline increase in aid by 1,000 hryvnias, the document proposes extending the right to increased payments to the children of displaced persons who left their homes back in 2014. Thus, the circle of recipients is significantly expanded to include those who relocated in the early years of the conflict in Donbas and Crimea. As a separate item, the amendments abolish the current requirement according to which IDP children are obliged to study exclusively in-person at their new place of residence. This removes an administrative restriction for families whose children study remotely or according to an individual schedule.

What Path the Amendments Still Have to Take

At the current stage, the committee's decision holds the status of an instruction to the government: the final decision will be made during the second reading of the 2027 budget draft. After the Verkhovna Rada supports the amendments as a whole, the Cabinet of Ministers will be obliged to develop specific regulatory proposals and allocate the necessary expenditures in the final version of the budget. This means that before the actual transfer of increased amounts to displaced persons, a number of procedural steps still lie ahead, including approval of the financing mechanism and, possibly, adjustments to secondary legislation.

October Payments: Funds Will Arrive on Cards on October 21

Regardless of the prospects for 2027, current payments await displaced persons in the near future. Living assistance for October 2026 will be funded on October 21 — two days after the publication of the information. According to standard practice, the funds will arrive on recipients' bank cards within a few days after this date. For some displaced persons, this tranche may be the last in the previous amount if the amendments are adopted in the proposed wording.

Risk of Losing Payments Due to Registry Errors

Along with the discussion on increasing aid, specialized services are recording a systemic problem: some IDPs risk losing payments due to inaccuracies in state registries. Databases do not always correctly record the fact of a person's return to Ukraine after a trip abroad. As a result, the system may automatically terminate the accrual of assistance, assuming that the displaced person has left the country for a long time. Recipients who encounter such a situation are advised to check their record in the registry and, if necessary, contact social protection authorities to restore payments.

Context: Why the Issue of IDP Aid Remains in Focus

The issue of financing displaced persons is regularly raised within the framework of budget discussions. Since 2014, a significant group of internally displaced persons has formed in Ukraine, for whom monthly living assistance remains one of the key elements of social support. The annual discussion of payment amounts and conditions for receiving them becomes part of parliamentary work during budget preparation. The current amendments, if adopted, will become one of the noticeable changes in this area in recent years, affecting both the amount of the payment and the criteria for receiving it.
