The Embassy of Ukraine in the Federal Republic of Germany has published a recommendation that directly concerns millions of citizens crossing the border in 2026: those traveling abroad must obtain a stamp in their passport confirming the crossing of the state border. As RBC-Ukraine reports, citing an official statement from the diplomatic mission, the absence of this mark may become an obstacle when applying for temporary protection in European Union member states. The advice sounds simple, but its practical significance has risen sharply following the entry into force of new European norms.

New Council of the EU Decision and its essence

The basis for the recommendation was the Council Implementing Decision (EU) 2026/1912 of July 30, 2026, which adjusted the rules for granting temporary protection to Ukrainian citizens. In essence, European migration services received additional requirements for confirming the actual departure from Ukraine, and the stamp in the passport serves as the most direct and indisputable proof of the date of border crossing. The diplomatic mission emphasizes that the rule applies to everyone without exception: the mark is placed by officers of the State Border Guard Service of Ukraine at the moment of crossing the checkpoint.

Why the stamp becomes critical for obtaining protection

Previously, the date of departure could be confirmed indirectly — by tickets, transit records, or border system data. However, under the updated Council of the EU decision, migration authorities in EU countries are increasingly relying on a documentary mark directly in the travel document. Without it, the applicant faces the risk of delays, additional requests, or even refusal to register for protection. The Embassy in Berlin directly links the presence of a stamp to minimizing such risks and advises not to neglect the mark even in cases where the border guard is not formally obliged to place it.

For citizens who crossed the border before the new rules came into force or did not receive a stamp for some reason, the Embassy indicates an alternative path: official information about crossing the state border can be requested from the Main Center for Processing Special Information of the State Border Guard Service of Ukraine. Thus, the absence of a physical mark in the passport is not an irreversible problem — it can be compensated by documentary confirmation from the border database.

On the one hand, in a number of publications and conversations among those leaving, the opinion has become entrenched that Ukrainian women obtaining protection in the EU will be obliged to additionally prove non-evasion from military service, while men must confirm their status. On the other hand, the European Commission officially clarified that the Council decision does not provide for differentiation by gender and applies to both men and women. Thus, the gender caveats actively discussed on social networks have no basis in the text of the implementing decision; the real and confirmed requirement remains the documentary confirmation of the date of departure — that is, the stamp or its equivalent from the border database.
