On August 16, 2026, new pension standards came into force in Ukraine for several privileged categories of citizens. According to the latest data from the Pension Fund of Ukraine (PFU), the minimum pension for participants in the liquidation of the Chernobyl Nuclear Power Plant accident, whose disability is causally linked to the catastrophe, has exceeded the 20,000 hryvnia mark. This decision is the result of a recalculation based on the average wage indicators for 2025.
New Payment Standards for Chernobyl Survivors in 2026
The key factor determining the increase in payments was the average wage in Ukraine for 2025, which amounted to 20,653.55 hryvnias. This indicator formed the basis of the formula for calculating minimum pensions, which began to be paid from March 1, 2026. For liquidators of the Chernobyl accident, the amount of the minimum payment now depends directly on the disability group, allowing for differentiated support depending on the degree of health loss.
Experts note that this approach allows for a fairer distribution of budget funds, directing maximum assistance to those who suffered the most. It is important to note that the specified amount of 20,653.55 hryvnias is the basic minimum. For certain categories of citizens who have special merits before Ukraine, the pension may be set at an amount exceeding this sum.
Indexation and Recalculation Mechanism
The pension system in 2026 operates on the principle of annual review, which is traditionally conducted from March 1. For the calculation, data on the average wage in Ukraine, from which insurance contributions were paid, for the year preceding the recalculation year are taken. In the current case, these are the indicators of 2025.
Such a methodology allows pensions to be indexed in accordance with the country's real economic indicators, protecting pensioners from the devaluation of savings. However, as analysts note, the rate of growth of the average wage does not always keep up with inflationary processes, which can create certain risks for the purchasing power of pensions in the long term.
Incentives for Deferring Retirement
In addition to increasing basic payments for privileged categories, the state continues to promote the concept of voluntary deferral of retirement. Ukrainians who decide to continue their work after reaching retirement age can count on a significant surcharge. For each full year of deferral, the pension amount increases, and after several years of waiting, the surcharge can reach 40% of the base amount.
This measure is aimed at solving demographic problems and reducing the burden on the pension system, as well as encouraging experienced specialists to continue working. In the context of an aging population, such incentives are becoming increasingly relevant for maintaining economic stability.
Changes in the Payment System via Ukreximbank
An important organizational change in 2026 was the redistribution of functions for paying pensions and social benefits. From October 1, Ukreximbank clients receiving pensions, subsidies, and benefits will be served through the Ukrposhta network. This decision is related to the need to optimize financial flows and ensure uninterrupted payments in the context of the transformation of the banking system.
The transition to the postal payment system will ensure the availability of social funds for citizens in remote regions where bank branches may be absent. However, experts warn of possible temporary difficulties during the adaptation period to the new system, especially for the elderly who are used to bank cards.
