In 2026, the Pension Fund of Ukraine (PFU) clarified the conditions for calculating additional payments for pensioners with excess insurance service records. According to explanations published by the department in August, citizens whose work experience exceeds the norms established by law may expect a monthly supplement, which in the maximum case can reach 519 hryvnias. Experts note that this measure is designed to support those who have worked for the benefit of the country longer than the standard term.
Supplement calculation mechanism and the role of the subsistence minimum
The key factor determining the size of the supplement in the current year is the subsistence minimum for persons who have lost their ability to work. In 2026, this indicator amounts to 2595 hryvnias. Legislation stipulates that for each full year of insurance service exceeding the established norm, a pensioner is credited 1% of this amount. Thus, the calculation rate for one year of "extra" service in 2026 is 25.95 hryvnias.
This means that the final supplement amount depends directly on the number of years exceeding the basic threshold. For example, if a pensioner has 20 years of service in excess of the norm, they will receive 519 hryvnias monthly (20 years × 25.95 UAH). In the event that the excess is 15 years, the supplement will amount to about 389 hryvnias. It is important to understand that it is not the total service record that is taken into account, but specifically its excess part.
Who is entitled to an increased payment: service norms
For most citizens of Ukraine retiring in 2026, the basic norms of insurance service are 30 years for women and 35 years for men. Any service record exceeding these figures is subject to additional payment. However, other rules apply to a certain category of pensioners. For those whose pensions were appointed before October 1, 2011, the service norms remain at the level of 20 years for women and 25 years for men.
This division is critical for correct calculation. Citizens whose service record was formed during the Soviet period or in the early years of independence may claim a supplement even with a lower total service record. For example, a woman with a 30-year service record who retired before 2011 will receive a supplement for 10 years of excess, whereas for those retiring now, this same service record is basic and does not provide a supplement.
Important nuances for working pensioners and data verification
The PFU pays special attention to the situation with working pensioners. The increase in the supplement for excess service, caused by the indexation of the subsistence minimum, for this category of citizens is not produced automatically at the moment of increase, but after leaving the job. This creates a time difference in receiving funds, which must be known when planning a budget.
Furthermore, experts strongly recommend that pensioners independently check the completeness of the accounting of their insurance service. If any periods of work are missing from the Pension Fund documents, this directly affects the amount of the payment. In 2026, the requirements for service record for pension appointment have also been tightened: to retire at 60 years old, 33 years of service are required, at 63 years — 23 years, and at 65 years — 15 years. The higher the service record beyond these norms, the more advantageous the pension provision.
