August 19, 2026, marked a landmark day for the Ukrainian social protection system. The Verkhovna Rada of Ukraine generally supported Bill No. 14191, which radically changes the approach to financial support for families raising children with disabilities, as well as adults who acquired disabilities in childhood. The document, which passed through several readings and received a recommendation from the relevant committee back in July, is now becoming a reality, promising a multiple increase in payments and the introduction of new support mechanisms.

Multiple Increase in Financial Guarantees

The key change introduced by the bill is the revision of the basic payment amounts. While families could previously count on a sum ranging from 3,000 to 8,000 hryvnias, the new system provides for payments from 20,000 to 71,000 hryvnias monthly. This change is aimed at ensuring that the real purchasing power of the funds can cover growing expenses for rehabilitation, care, and medication. The amount of support will now be tied to the basic amount, which from 2027 will be determined annually in the State Budget Law, but a strict "floor" is established — the amount cannot be less than 4,000 hryvnias in the basic calculation.

New Allowances and Specialized Assistance

The bill details allowances depending on the degree of loss of working capacity. For children with Group I disability, subgroup A (complete inability to self-care), an allowance of at least 8,000 hryvnias is established. For subgroup B (partial ability to self-care), the amount will be a minimum of 4,000 hryvnias. Special attention is paid to children whose disability is related to military actions: if the impairments are caused by injuries or damage from explosive objects, state aid is additionally increased by 50% of the main amount. Furthermore, the restriction on simultaneously receiving a pension for loss of a breadwinner and social assistance for disability has been eliminated.

Financial Independence and Early Intervention

An important innovation is the introduction of a financial independence mechanism for orphaned children with disabilities. Payments will be transferred to personal accounts, and upon reaching the age of 14, the child will be able to independently manage the accumulated funds to start an independent life. Alongside financial measures, a combined social service of early intervention is being implemented. For families with children from birth to four years old, specialists will work to assist in social, educational, and medical adaptation, teaching parents skills for caring for and developing the child.

Support for Adults with Childhood Disabilities

The bill is not limited to children only. From 2027, for five years, the state will finance increased payments for adults with disabilities acquired in childhood. For subgroup A, the allowance will be a minimum of 8,000 hryvnias, and for subgroup B — 4,000 hryvnias. Single people with Group II or III disabilities requiring constant care will receive an allowance of at least 3,000 hryvnias. These measures are designed to ensure a decent quality of life and reduce the burden on social services and relatives.
