Ukraine's Ministry of Defense has fully launched, in the Reserv+ app, the option to apply for a mobilization deferment for teachers and other pedagogical workers of general secondary education institutions. According to RBC-Ukraine, citing the ministry, the service is now operating not in test mode but in regular mode: the system automatically cross-checks the applicant's data against the AIKOM and Pension Fund of Ukraine databases, so there is no need to upload supporting documents manually.
What has changed for teachers
Previously, at the end of August, the Ministry of Defense had only begun testing this service, but now it is fully operational. For a teacher, this means that the deferment can be arranged without visiting a TCC (territorial recruitment and social support center) and without a package of paper documents: it is enough to complete a few steps in the mobile app and wait for the result, which will arrive in the same Reserv+ app. The ministry emphasizes that the automatic verification reduces the risk of errors and speeds up the process.
Conditions for applying for a deferment
For an application to be accepted, several conditions must be met. First, the educational institution must be the main place of work. Second, the teaching workload must be at least 0.75 of a full-time position. Third, the position must fall within the category of pedagogical workers of general secondary education institutions. Finally, the data on the employer in the AIKOM and Pension Fund of Ukraine systems must match — this is exactly what the automatic check verifies.
How to submit an application in Reserv+
The path to a deferment in the app is as follows: the "Services" section — "Deferment request" — "Teachers and other pedagogical workers of general secondary education institutions." After selecting the corresponding category, the system itself requests and compares data from AIKOM and the Pension Fund of Ukraine. There is no need to upload scans of employment records, orders, or other documents — the verification result arrives in the app.
What to do if the deferment was not granted
If the application is not approved, the Ministry of Defense advises first checking the currency of the data on the place of work, position, and teaching workload in AIKOM and the Pension Fund of Ukraine. Discrepancies between what is listed in these databases and the actual situation are the most common reason for refusal. After correcting the data in the relevant systems, the request can be resubmitted.
Context: expansion of the list of online deferments
Teachers are not the first category for which a deferment can be arranged fully online. As early as May, scientists gained this option: workers of universities, research institutions, and the Presidium of the National Academy of Sciences of Ukraine. According to the ministry, dozens of new types of deferments are planned to be launched in Reserv+, so the list of categories exempt from mobilization through the app will gradually expand.
