On October 19, 2026, an armed attack took place inside the territorial recruitment center (TCC) building in the Pechersk district of Kyiv. According to the press service of the National Police of Ukraine, a 41-year-old Kyiv resident who had previously violated mobilization laws and was brought to the TCC building, pulled out a pistol hidden under his clothes and fired at least seven targeted shots. As a result of the shooting, six people were wounded—three police officers and three servicemen. All victims were urgently hospitalized.
Detention and Search
Law enforcement officers detained the gunman at the scene and seized his firearm. During a subsequent search of the suspect's apartment, additional weapons and ammunition were discovered and confiscated. Police officers who acted as part of the notification group will be investigated as part of an internal inquiry regarding compliance with the incident response protocol.
Criminal Prosecution: Three Charges
Investigators served the man with a notice of suspicion under three articles of the Criminal Code of Ukraine. The first is attempted murder of two or more persons. The second is encroachment on the life of law enforcement officers. The third is illegal handling of weapons, ammunition, or explosives. Combined, these charges carry a maximum penalty of life imprisonment under the law. The final sentence will be determined by the court after the investigation concludes.
Context of the Incident
The incident occurred against the backdrop of the ongoing mobilization campaign in Ukraine. As RBC-Ukraine recalls, video footage circulated on social media on the day of the incident showing a gathering of police officers around the TCC building in central Kyiv. According to eyewitnesses, gunfire rang out in the city center. The National Police confirmed that the suspect had previously been prosecuted for violating mobilization laws, which investigators believe may have been the motive for using weapons.
Internal Investigation
In addition to the criminal proceedings against the shooter, the police have initiated an internal investigation into the notification group operating inside the TCC building at the time of the incident. The purpose of the check is to determine whether internal protocols for responding to an armed attack were followed and whether the actions (or inaction) of the staff affected the course of events. Results of internal investigations are not publicly disclosed until completion, in accordance with standard practice.
