Ombudsman Dmytro Lubinets explained the shift to public criticism of the TCC by the inefficiency of closed requests. He stated that due to zero results with the Ministry of Defense, he was forced to bring the systemic crisis of mobilization to open discussion.

Ombudsman Lubinets announced that after inspections of TCCs in Zakarpattia, several criminal cases were opened, and three military personnel, including two heads, were informed of suspicion. The premises were also renovated and surveillance cameras were installed.

On September 3, in Podilsk district of Odesa Oblast, an employee of the district TCC conducting a mobilization call-up hit a two-year-old child and left the scene of the accident. The boy was hospitalized; a criminal case has been opened under two articles of the Criminal Code.

In Kyiv, a TRC illegally detained a doctor — father of five — who had an exemption. The exemption record 'vanished' from the database in front of the inspectors. The prosecution opened a criminal case.

Kyrylo Budanov, Head of the Office of the President, stated that Ukraine needs to mobilize at least 30,000 people per month, and that a change of defense minister will not alter the quantitative figures of conscription.
