The State Migration Service (SMS) of Ukraine has officially announced the completion of large-scale technical works that led to a temporary suspension of services to the public. As of October 5, 2026, all service units, as well as the branches of the state enterprise 'Document' ('Passport Service'), have returned to normal operation.

The process of restoring access to the agency's information and telecommunications systems took longer than initially planned. Previously, at the end of September, users had limited access to apply for passports and ID cards due to a malfunction in the network equipment of a third-party communications provider. Despite system registration failures, the issuance of ready-made documents continued on schedule, which helped avoid critical overcrowding at service centers.
Status of the electronic queue
For citizens who had an appointment in the electronic queue during the maintenance period, the agency clarified that all slots remain in the system. Citizens do not need to re-register; however, due to the temporary downtime, there may be some adjustments to the reception schedule. The SMS emphasizes that all services, including consultations and application submissions, are now fully available through the official portal and local branches.

However, according to a number of reports, full restoration of system functionality occurred only by the beginning of October, which caused temporary confusion among citizens planning visits in the first days of the month.
