The Cabinet of Ministers of Ukraine has approved new rules for organizing the educational process in secondary schools during prolonged air raid alerts and ongoing security threats. According to the adopted decision, responsibility for adapting educational institutions to new challenges has been assigned to local communities, which must help schools find and equip additional safe spaces for classes.
Adaptation of the educational process and the role of communities
Prime Minister Serhiy Koretsky emphasized that local self-government bodies are obliged to give priority attention to the safety of the educational process. In particular, communities must explore the possibility of using alternative equipped shelters located near educational institutions to conduct full-fledged classes during sirens.
Each individual school is granted the right to independently choose the most appropriate learning model. Classes can be held directly in classrooms, in equipped protective structures, or combine face-to-face and remote formats depending on the current operational situation and infrastructure capabilities.
Shelter requirements and priority subjects
The government has established strict requirements for protective structures used for the educational process. Shelters of schools operating in-person must be fully suitable for the prolonged stay of children, ensuring the availability of equipped study places, high-quality lighting, backup power systems, stable Internet, and proper sanitary conditions.
In cases where the capacity or area of the shelter does not allow for all classes to be conducted in person, a clear priority system is introduced. The main focus in protective structures is given to key subjects of the school curriculum, while other disciplines can be transferred to a remote format if necessary.
Schedule predictability and learning stability
An important aspect of the new rules is ensuring transparency and predictability of the educational process for parents. School management is obliged to form flexible schedules so that families can plan their day in advance and understand the exact format in which children's classes will be held.
The safety of minors and teaching staff remains an unconditional priority for the state. During the official announcement of an air raid alert, the presence of all participants in the educational process in specially equipped shelters is strictly mandatory.
Significance of the innovations for the educational system
The approval of the new rules at the government level helps minimize the loss of study time and ensure the continuity of acquiring knowledge in the realities of the current year. A systematic approach to organizing studies in shelters and support from local communities create the necessary conditions for adapting school infrastructure to prolonged alerts and related infrastructure challenges.
